On Friday February 10, 2006 officers from Southwestern Regional Police responded to a two vehicle fatal accident on SR-116 in North Codorus Township. Killed in that accident were 18 year old Heather Clapper and 22 year old Oscar Hernandez-Leon of Hanover, Pa. Their 3 year old daughter was severely injured and flown by helicopter to Hershey Medical Center.  

The accident investigation showed Hernandez-Leon’s 1993 Toyota Paseo was struck head on by a 2004 Acura 3.2TL driven by 43 year old Grant David Andersen from Arizona.  The accident investigation showed Andersen at fault for the accident and had driven under the influence at the time of the accident.

 Grant David Andersen was charged with Homicide By Vehicle While DUI, Involuntary Manslaughter, Aggravated Assault by Vehicle While DUI, Reckless Endangering Another  Person, Driving With A Suspended License, and several other traffic offenses.

 Grant David Anderson was arraigned on 04/12/06 at the office of District Court Judge Miner and lodged in York County Prison. He was released the same date after posting $20,000 bail.
