Time of Incident: 0650hrs
At 0650am this morning, a tractor trailer over turned on Route 116 in Spring Grove Borough. The tractor trailer was navigating the newly constructed round-a-bout at the Route 116 / Old Hanover Rd / Roth's Church Rd intersection when it overturned and spilled it's load of wood chips. No one was injuried in the accident. The tractor trailer was driven by Richard C. Austin, of Milanville, PA. The tractor trailer is owned by Henderson Trucking, of Milanville, PA. Several local companies assisted in the clean up of the spilled wood chips. The roadway was closed for approximately 5 hours. This press release is a supplement to the original which was released on 21
August 2007 in reference to a traffic accident involving an over turned
tractor/trailer in Spring Grove Borough at a new "circle" on Rt 116.
After reviewing the facts surrounding the incident, it was determined that the accident was caused by the vehicle traveling at a speed which the driver could not safely negotiate the traffic circle.
Although not a direct contributor to the cause of the crash, the investigation also revealed that many of the vehicle's brakes were out of tolerance and the trailer had an expired inspection certificate. The driver will receive a citation for driving at safe speed and the trucking company will receive citations for the equipment viloations.
Nearly 1,5000 commercial vehicles travel through this location everyday. This is the first crash since the opening of the circle on July 22, 2007. Our department is working with County and State agencies to review the design of the new roadway to ensure that it is as safe as possible.
